Welcome to the club. If you want car rental discounts you gotta shop, shop, shop.
Don't use Priceline or Hotwire. Many rental companies require that foreigners purchase one or more of the insurances, or maybe the counter agent will give you a hard time about insurance. If you say no and the agent refuses to give you a car, then what? (You should call Priceline from the pay phone right there but you still don't need that kind of hassle). Or maybe you want the insurance but the company that accepted your bid charges a lot more for insurance than a difrerent company would.
