Renewing & upgrading DLR Premium to Premier at 40 days and FP+??

My situation:
DLR Premium AP expires 12/26/15, meaning I can renew about 11/16/15 (40 days).

We'll be at WDW from 1/19/16 to 1/26/16 (PVB), meaning I can start my FP+ reservations on 11/23/15 (60 days).

My questions:

1. Can we upgrade our DLR Premium APs to Premier APs at renewal on 11/16 with the intent of being able to book our FP+ reservations on 11/23?
2. When we renew/upgrade to the Premier do they issue us the new Premier AP cards right away or will we have to return after the active date to retrieve them?

I know that the Premier does not become active until the Premium expires but the Premier will be active when we go on our trip. Is this good enough for MDE so we can make our FP+ ressies? I figured in a sense this is similar to purchasing a voucher in that the pass is not yet active but has been purchased and hopefully linked to MDE. BTW: purchasing the Premier in person is no issue because we live in So Cal.
