Refreshing?

This is going to give away my complete computer illiteracy but what exactly does "refreshing" involve? And at what point do you start doing it?
I'll be using a desk top to make all my reservations.
 
Reloading the screen by using the refresh button or shift+refresh for a better pull in some cases. This sparks a fresh pull from the database so that you are always see the most current availability upon which you can act.

As to when do you start doing it, the optimal thing is to try to time the refresh for the moment when the window opens. So for example if a booking window opens at 7:00 a.m. you would watch your digital clock on your computer closely and as soon as it hits 7:00 a.m. you pull a refresh. Some people will even start a countdown clock from the minute before (especially for things like LL and ILL) and then pull the refresh one second before the clock ticks to 7:00). You want to try to time it so that you get the exact refresh as soon as the window opens basically.
