Do you get the mugs at the check in desk? Also do you need to fill up at the resort or do they have places to refill the mugs at the parks?

You usually get them in your resorts food court or gift shop. There are no refill locations in the parks only at the resorts.

You can fill them up at other resorts also. Would be nice if you could fill them in the parks though.

Refillable mugs can be used at your resort or any other Disney resort for 14 days from the beginning of your stay. They can't be filled at theme parks, water parks, or Disney Springs.

You can purchase a mug (or pick up your mug, if you're on the dining plan) at the quick service food location at any Disney resort. Take the mug to the cash register to be activated.

Yes! Bring one and get ice waters from QS and snack locations.

Just a heads up : Disney Food Blog is reporting a price increase on those refillable mugs. It would go from 18.99 to 19.99.
