Refillable mugs at OKW?

I think I read that "Goods to go" was the only place to refill mugs at OKW. Is this true? And if so, what times of the day are you able to refill them? I'm trying to decide whether we will want to purchase mugs this trip or not.

They have limited hours and limited choices of what you can put in your refillable mugs. We don't get them when we stay at any of our DVC resorts because it is more convenient to just fill up the refrigerator.
