This is the current refillable mug. They are $16.99 the first day for the mug and the day of unlimited refills. You can bring it back and reactivate it on subsequent days for $9.99. I haven’t done the popcorn bucket, sorry.
You do not need to prepurchase before your trip but Universal does list the information under their dining plans page.
