PER INTERNAL WDW ADVISORIES:

For the first time at the Walt Disney World Resort, Guests with electric vehicles have the opportunity to charge their cars while they play at Epcot. Four ChargePoint charging spaces at the front of the Journey parking lot are available for Guests to use by scanning their pre-ordered ChargePoint card, by easily registering for a free ChargePoint account online at http://www.chargepoint.com, or by using a credit card.

The cost to charge at these stations is $.35 per kilowatt hour, with a minimum service amount of $1.50. Charging will stop once the vehicle’s battery is fully charged and ChargePoint will “ping” the owners to alert them.

Guests arriving at the Epcot Auto Plaza may ask a Cast Member for directions to the charging stations, which are available on a first-come, first-served basis.

It sounds like it is for electric cars, from them mentioning cars and parking lot and from the company's website.

Agreed. All I see is EV (electric vehicle) charge. I could be wrong though.

Did you accidentally put ECV in the title?

Pretty sure this is for electric (motor) vehicles. I wonder how long (average) it takes to charge up an electric car? Hoping that one day gasoline vehicles become as old-fashioned as the horse&carriage.

Definitely need to change the thread title.

Just changed it.

I had seen the article in several other places; it is definitely electric CARS.
The Disney Blog has a story about a similar charging area at Disneyland, which includes a picture.

And here's a notice about it from a service called PlugShare that lists locations where drivers can plug in their electric cars.
