It depends. For most exchanges that is true. If it is for an "all-inclusive" resort, then there is generally an expensive fee to cover that, in fact some all inclusives are nearly the same price for the package whether you use point or cash...so points isn't a good option for them.
Some RCI locations may charge a resort fee, just as DVC charges incoming RCI trades a $95 fee. Any additonal resort fees should be disclosed on the DVC/RCI website accessible through the DVC Members Website when you click for details on your desired destination resort.

The points costs are set and once used, the points are no longer DVC points and belong to RCI. The $95 fee is the exchange fee. In addition to the AI resorts that Chuck mentions, there are other charges that might crop up. Some resorts have energy surcharges, some charge for AC, some have mandatory valet parking charges, etc. Some locations also have room taxes that are passes on the the guests. Some may allow an upgrade for a fee. I paid $25 per day mandatory valet parking in Honolulu 2 years ago. I paid daily fees in MX and Aruba the last 2 years. There are a few others with fees like Smugglers Notch I think. DVC actually is one of the culprits charging those that exchange in an additional $95 fee above the exchange fee.
