DLRP today's news is quite incorrect.

this is not a gift at all (as was earlier said in the linked article) TWDC granted a line of credit (revolving credit). This means that DLRP may borrow more money from TDWC. It's basically a trick to soothe bank's fears over the very very poor results of the French Parks.
DLRP is in very big trouble, and does not make money, the interests and royalties it pays to reimburse TDWC are already killing DLRP. And now DLRP is granted the opportunity to borrow even more money ... so that's really not a gift at all. It could seem like good news, but actually it is not.
a fresh permis de construire has appeared
the permit is really not that fresh ... it was issued in april 2011 and the blueprints were submitted to Chessy Town Hall in november 2010. So it's far from fresh.
So far no timeframe was given for the start of construction
One thing is for certain, the permit is valid for 2 years from date of issue, so construction will need to begin before april 2013. If it hasn't started then, the blueprints and requests will need to be examined again, and this will take another 4 to 6 months.
DLRP today got really carried away and issued their news article only over a sign which only means that all the red tape has been cleared, nothing more nothing less
Actually French Laws REQUIRE that the "permis de construire" be displayed as soon as the acceptance notification has been issued. So according to regulations here in France, this signpost should have been displayed since april 2011. The fact that it show up now does not mean that construction is about to begin, it just means that DLRP eventually complied with the law.
