Yes, Tusker & 1900 are buffets. Akershus has a cold buffet & you are served a plate of warm breakfast items also.

FWIW, I would rank them:

I have not eaten at 1900 PF. Between Tusker and Akershus, I prefer Tusker. I like the menu better and I like the characters. If you can get the first seating (8:05am) it is cool walking from the International Gateway to Akershus when the park is empty. 1900 PF does have the advantage of not needing a park ticket. It is somewhat of a tradition for us to have a character meal at the resort on the morning we depart. BTW, there is NOTHING that would make me waste a park morning hour at a sit down meal (well, maybe if Belle had breakfast with us). If you choose a park breakfast, I strongly recommend trying for the 8:00 ADR. (The boys will be up in time right?)

Oooh....I love all 3. Tusker House has the best food, 1900 has the best character experience (and good food) and Akershus is an overall amazing atmosphere with yummy food. Akershus they bring you your hot food on a platter family style, but there is a buffet for cold foods, fruit, breads, etc.

Yes, Tusker and 1900 are full buffets, Akershus is served family style and has a small buffet.

Having done all 3 (granted 1900 PF and Akershus were in 2009)...

Tusker House last year was good, but this year (visited on 9/26) it slid down. More than likely due to timing more than anything, but the buffet didn't seem as special anymore and after 30 minutes past ADR time getting seating, then waiting ~45 more minutes and not visiting with any characters yet (and being told it would be ~20 minutes at the start), we headed out (was me and my Mom, so characters weren't a big draw after that long).

1900 PF I just didn't like. Our experience there was pretty bad. Characters were super rushed, service was only so-so, food selection was pretty skimpy, and food quality was pretty poor. Overall experience was just not really worth it to us (was me, my friend, and her then 2 1/2 yo daughter).

The same group as 1900PF did do Akershus that trip as well, and that was a hit. The food was great, service and interaction were top notch. Of course, this (and the 1900) info is a bit dated, so ymmv.

I like Tusker's food, but both times we've been there I felt we were crammed in and it was pretty crowded. Food was good and I liked the setting, but just felt crammed and then it took longer for the characters to get around. I chose Park Fare because the food was good (especially the strawberry soup), the characters were entertaining, the place setting was comfortable and didn't feel like we were right on top of the table next to us, and it felt very relaxed. Akershus is a good experience, but the cold buffet wasn't that good and the only thing I don't like about family style is they bring small portions and then it's gone and you have to wait for more which isn't fun with a 4 and 2 year old not patient...and this hungry dad.

Food wise Tusker is not only best character bfast but IMHO the best bfast in WDW.

my family and I went to both 1900 and tusker house this year and found tusker to be very poor, the food was alright but the restaurant was far too cramped and the servers seemed overworked. 1900 also served the jungle juice so you wouldnt miss out on that and the buffet for us was a lot better. The character interaction seemed to be on another level especially the mad hatter and alice

1) Akershus

Akershus is one of the best breakfasts on Disney property IMHO, the food is always very good and the princess interaction is just priceless. We have made it a tradition of ours to make an ADR before the park opens on the first full park day. 1900 Park Fare is very good too, there is a very nice selection of food, plus DH and I love the make to order omelettes and I am in love with the strawberry soup , but the one thing that keeps us coming back is The Mad Hatter....he is always fun to be around. As for Tusker, we have done this breakfast twice and both times we thought the food was good and the character interaction was great (love seeing Daisy there), but I do have to agree with the PP that said that it is just way too cramped of a restaurant...especially when the characters come around. We much more prefer Tusker House for lunch since there are no characters, that is until they change it in December then I guess we will be dining there for dinner.

We just returned and had breakfast at both Akershus and 1900 last week. Haven't done Tusker yet so I don't have an opinion on that one.

In my opinion, Akershus is great for only one reason - Princesses. If you want to see the princesses without waiting in line or going to CRT, then eat here. Otherwise, I'd pass. The food to us was bland, the variety lacking and the portions they brought on the skillet were very small each time. Would also love to see them add a prince to the princess mix. At least at CRT boys (who are not into princesses) get to leave with a sword.

We loved 1900. The buffet had so many tasty choices including the omlette station. There were a lot of characters (Alice, Mad Hatter, Mary Poppins, Pooh and Tigger) that have appeal to boys and girls and they were great with our kids. We will definitely do this again.

OK- haven't eaten breakfast at Akershus, but we've had lunch and dinner there and we've had breakfast at 1900 PF twice and Tusker once. Our Tusker experience was HORRIBLE (dried out food even though it was 8:10a, poor service, wet blanket character interaction)...so that's a no brainer last place for us.

out of the 3 , 1900 park fare has the best grub and Alice has always been amazing , but the one that is not on there is our fav , cape may at the beach club , best foor and character interaction , every time

My family's rankings:

We try to hit all three each trip. Tusker House has the best food by far. My kids LOVE the characters at 1900 PF but the food is just ok. We find breakfast at Akershus to be extremely boring and prefer lunch.
