I would think so. They turn to stone when they see each other, so I'd think the same goes for mirrors.

Great. Now I need a mirror big enough so the angel can see themselves... But wait, an image of an angel becomes an angel, so the refliection will be an angel, but they'll be looking at each other... So yeah.

Weeping angels are much scarier than dementors... You can scare dementors off with a well performed Patronus charm, but you can't get away from the weeping angels. Sure they turn to stone when you look at them but they have so many ways of getting around that...
