Well, don't forget, the Head's office sealed itself from her. She could never get in it, and kept her own office. So because the Headmaster's Office could only open for the true Head of Hogwart's (such as Dumbledore or McGonagall at the end of HBP), and it knew Umbridge wasn't the true Head, she wouldn't have had a portrait.
