Yes, the AK RFC is open after the park closes. Last time we made our PS after the park closed since we like how empty Ak gets towards the end of the day - it worked out really well. And don't worry about getting back to your resort. Once you approach the bus area, a CM will ask you where you're headed. We wanted to go to DD (have to go to a resort first), so we said AKL. Easy as that. You won't be stranded.
Buses run for two hours after parks close. Also they have a 'Special" bus that comes by RFC periodically even after the buses stop running. I was assured of this when I made PS in May for RFC. The only problem with the 'special' buses is that they are there just to pick up people coming out of the RFC after the other resort buses have stopped running, so you may stop at multiple resorts on the way to yours. In May the 'special' bus I was on stopped at AKL, Coronado Springs, BC/YC, Swan,, and Dolphin before finally dropping me off at BWV. If you're there after the regular buses stop running, there will be a CM, out where the buses start to line up, with a walkie talkie to get you a bus. You won't be left stranded.
