Radiating starburst patterns

I'm newly started at designing t shirts and what have you and this one has stumped me.

I’ve seen several gorgeous designs using a background of a radiating starburst type pattern but try as I might I can’t seem to work out how it’s done.

Can anyone advise me? I use Paint shop pro and although I’ve looked at some of the help screens I don’t seem any the wiser.
