You can't change the size of the picture in someone else's post. You can delete the picture, if you wish.

Is this something new? Only asking because I *know* I've done it in the past, but that might have been with the old boards.

I'm not sure how you could resize it, short of copying the picture then resizing it on some other site, then reinserting it into the quote.
