Two part question. We are visiting the DLR for the first time since 2017. We are not staying on-site but we were curious if we could visit the on-property resorts still (I believe in WDW this was not allowed without a reservation during the phased reopening, but I can't find info for DLR), so are we able to visit the DLH and GCH without a dining reservation?

If this is possible, which one of the hotel quick services is more highly recommended, Tangaroa Terrace, Trader Sam's, or the Craftsman Grill (there will be 8 of us (3 kids under 8 and 5 adults)?

You are able to go into common areas of the hotels without a reservation.

We always eat at Craftsman Grill, it's easy and they have nice menu choices. You could also do Hearthstone Lounge at GCH without a reservation. The GCH restaurants may be easier to get into with a large party.

I haven't tried Trader Sam's yet, but I know both of the DLH restaurants are very popular.

Trader Sam's is doing reservations. They supposedly sometimes do walkups, but it doesn't seem consistent. Tangaroa Terrace is walk up though. Unless it's at a peak time, I don't think it usually has a long wait.

Tangaroa Terrace and Trader Sams have the same menu, and it’s really good. We ate at Trader Sams with a reservation, but got two meals at Tangaroa Terrace without one, no problem.
