I am planning a cruise for March next year. If I go ahead and book now and then a promo like kids sail free or something, would I be able to call and have it applied to my reservation?

Well, the Kid's Sail Free offers don't seem to be happening any longer. Not since DCL started doing the last minute restricted fares (*GT rates). I believe only Florida discounts and Military discounts can be applied to an already existing reservation (if they are offered).

*GT rates are on new bookings only.
 
Usually the answer is no. If they were to offer a promo it would apply to new bookings. You would have to cancel and then re-book at the prevailing rates. That increase might negate the savings of the promo.

When this was offered, I was able to take advantage of the Kids Sail Free and did not have to cancel and rebook. I did have to make the change prior to my PIF date. But, they have not offered this in a couple of years.
 
Last I knew, FLR was the only offer that could be "applied" to an existing reservation without a cancel and re-book.

KSF hasn't been offered for several years, so I wouldn't even keep that on the radar. I believe even the MTO rates now must be canceled and re-booked, though often it is a good enough deal to do that even incurring the penalty (YMMV). As noted, *GT rates (IGT, OGT or VGT) require a new booking and therefore a cancellation of the prior reservation, and since they typically come out after the PIF date it would incur penalty. You would have to run the figures to determine whether that penalty is low enough (or the discount great enough) to make it worthwhile.

Those are the most common... if something different were to be offered, it would depend on the small print of the offer but I honestly wouldn't expect DCL to allow it to be directly applied to an existing reservation just based on other offers in recent years.
