The answer to your second question is "it depends". Assuming you start counting right from getting on the monorail/boat, I'm going to say the monorail is slightly faster. BUT, if you factor wait time/walking time to the boarding area, it can change. I suggest going by boat at least once.
Assuming they are operational-they are down right now.
1) The monorail stops at the TTC after the Contemporary before stopping at the Polynesian.
2). Poly then GF then MK. Assuming they both left the same time, I am guessing the monorail would get there a bit quicker (assuming there is not a stop/hold on the monorail, which happens sometimes). Really depends how long you have to wait for each prior to loading/leaving. I like the boats better (assuming weather is decent). Do keep in mind that you cannot take an open stroller or ECV on the resort boats (not familiar with the MK/TTC Ferry).
In March, the boat went MK > GF > Poly > MK. I don't know if it's much faster than taking the monorail, but it can be a pleasant/fun experience (as long as the weather is good). The boat was pretty small, so if you have strollers or ECVs, I would opt for the monorail (I'm not sure the boat can take ECVs).
For straight out speed the monorail would be faster. Once you get on the boat it is a pretty constant speed directly to MK but it is not a speedboat. The monorail time will depend on if you have any waits before you can pull into a station and the loading time at GF.
I think the average wait for a boat is longer than a monorail and you have to walk all the way to the end of the dock but you might get lucky either way and arrive just at the right time.
