F I booked a FP 11am-12pm for Haunted Mansion,and a FP for Dumbo 12pm-1pm and we were finished with Haunted Mansiom by 11.15pm, would we still have to wait until 12 to use our Dumbo FP, or can we use it right away?

You would need to wait until 12.

you might be able to use it about 5 minutes before 12, but no sooner.

I have seen reports that as soon as you finish your ride (or once you get past the second checkpoint), you can attempt to get on the app and move your next time forward, and then once you finish that ride, you can move the time forward again. In the initial booking of the fast pass it seems they are only on the hour.

Correct, but you might be able to move your Dumbo FP+ up after you do Haunted Mansion. When we have them back to back we usually just this the first one about 10 minutes prior to it expiring so we don't have to wait for the second one, BUT we usually make them close together. Splash/Thunder, Toy Story/VoTLM, Soarin/Nemo etc.

We tried to move up future FP+ to earlier times after using a first of three FP+ when we were at WDW in early June. We did not find times that allowed us to move 10-11 and 11-12 FP+ earlier after using a 9-10FP+. Just our experience, but being at a not-too-crowded park the first week of june and still not being able to more FP+ any earlier caused us to think that it doesn't work often. I think it might work during less busy times of year or if your 2nd and 3rd FP+s were hours away.
