We made ADRs for California Grill during our stay next week. Does the fee we paid to make this ressie get applied to the cost of our meal? If we go and only order appetizers and drinks, for example, is that a problem even though we made a dinner reservation?? The last time I booked ADRs I don't remember having to pay the fee.

You should not have paid a fee to make this reservation.

A credit card number is required to hold the reservation. If you don't cancel and don't show up, you will be charged a $20 per person no show fee. You should be charged nothing unless and until you miss the reservation.

There may be something about them sending a $1 charge to the credit card, but that is just to confirm that it is a legitimate account and will not show as an actual charge on your statement.

There are no set rules regarding how much or which courses you may order.
