Questions - New Resident/Best options

I apologize as I am sure that these questions are answered in previous posts.
We have purchased a home in FL and will be moving there full time at the end of June. We'd love to take advantage of our new Disney commute, which will now be about 10 minutes, sometime during the summer but have a few questions.
We do not have our Florida licenses yet and are in our New Jersey house for a few more weeks.
If we buy a 3 or 4 day pass for July, would we be able to convert it to a FL resident pass once we have our FL licenses in early July? I know that one can use a deed or other info but I believe that would need to be done in person (which we can also do in early July). I see there are a few days where we can still hit 3 of the parks in July and I'd like to grab the tickets while I can.
Next, if they answer our prayers and bring back the APs prior to our dates, is my understanding correct that we could upgrade and use the price of our current pass toward the total cost?
Lastly, I know we can review the options for FL resident ticket packages but is there any obvious, best choice for residents who want to hit the park with some regularity if the APs are not brought back in the near future?

1. No. An UPGRADE at WDW is defined as a ticket with a lower price being "converted" to a ticket with a higher price.
2. Yes.

You will likely have to stick with 3-4 day passes for now and hang tight until APs are sold again, I expect that by this Fall (once parks are back to full capacity + 50th anniversary celebrations) APs will once again be available for sale and by then you will have the FL resident credentials needed..
 
Right now, there are no ticket deals for Florida residents that I know of. This is also the time of year that Florida many residents generally don't go anyway because of annual pass blockout dates and heat.

If you buy a regular ticket in July and before you use your last day they start selling annual passes, you could upgrade the ticket to a Florida annual pass if you have your Florida ID. Note that generally the Florida resident passes that are the best value are blocked out in July.

My 2 cents is just to move and get your license, then see where the ticket situation stands.

There are also other theme parks in Orlando selling annual passes.

I will add that Disney doesn't usually offer any kind of great Florida resident discount in the Summer. They have offered discounts during other periods, of course.

The best deal for someone who lives as close as you would be some kind of annual pass. They had several different ones for Florida residents.
