On the DPP, specifically at table service resturants, are there things you can't get off the menu or can you get anything? Like at Big River Grille I would probably pick one of the steaks would that be included or not?

There are very limited restrictions. Those that have been observed by DIS posters are listed in the first post of the FAQ sticky thread at the top of this forum.

Big River has no restrictions that anyone has reported.

I found that the items NOT covered as an entree on the DDP were available for a reasonable surcharge.

These were typically tasting menues, or entrees that came with an appetizer. Most straightforward entrees will be included on the DDP, whether it is a $11 vegetarian plate, or the $26.99 lamb chops.
