IF U GOT THE FREE DINING IN SEP. DOES ANYONE KNOW IF YOU CAN UP THE PROMO THE DEX.DINING PLAN AND PAY THE DIFFERENCE

Can't say for sure, since the free dining promo hasn't yet been released for the general public to book.

However, the bounceback bookings last September allowed upgrading to the deluxe plan if you paid the difference between the basic and the deluxe.
