Other than sometime Walgreens, are there any other stores who let you buy a Disney gift card with their store gift card?

Target does - and if you use their Red Card, you get 5% off the gift card. YES!

Safeway grocery stores allow that. I have redeemed mypoints for a Safeway card and then used it to purchase the gc I want - lately Universal, but they sell Disney too.

Sam's club will let you use a Walmart GC to buy them.
