You can make that at your 90 day mark. the +10 is for up to 10 days of your vacation after the 90 days. For example : the second day of your trip would be 91 days away but they allow you to make ADRS for days 91-100 also on your 90 day mark.
Since you have a split stay (and someone can correct me if I am wrong) but after making the ADR 90 days from your first reservation, you need to then wait till the next day (90 day from second reservation) to make those ADR's.
You can make it exactly 90 days from September 26th. The reservation calculator says that is June 28.
When you call on June 28, you may make reservations only for September 26, because you are not staying at a Disney resort that day.
Your Disney resort reservation starts September 27, so you would need to call back June 29 to make reservations for that day and the rest of your trip.
Because you're DVC you can't at this time make online reservations using 90 + 10. The online system isn't recognizing DVC reservation numbers. You'd need to call for your 90 + 10 reservations.
If you're within the 90 day mark, yes, because you don't need a reservation number if you're within 90 days. The reservation number only comes into play for doing 90 +10.
