While you might be able to ‘get away with it’ there is no guarantee. There’s no bedding for a 9th unless maybe it’s a baby in a crib. There’s no key for a 9th person. And there are mandatory daily checks from housekeeping so they could probably see how many are actually in the room. You would be better off getting a one bedroom somewhere that sleeps 5 and then a studio that sleeps 4
You can only book the number of people the room allows. Therefore if only 8, you can only put 8 names and get MB and FP+ for those 8. They are pretty hard set with this rule. And will kick folks out who go over the capacity. We were once staying at BWV near some folks who had several over capacity in a 1BR, they had airbeds all over the room (we could see in as they were being evicted as they had door wide open and management and security up there). The cleaning lady turned them in. And if you are renting points, that could get the owner in trouble.
At the Beach Club:
A Lock-Off 2-Bedroom officially sleeps 9.
A Dedicated 2-Bedroom officially sleeps 8, but will accommodate a 9th but no bed, linens, etc. will be provided.

Was just typing this. Also, if you have a child under 3 in your group, they are permitted to be counted as your 10th occupant. This can only be applied to one child under age of 3.
There are 2 exceptions, CCV will not allow more than 8 in a 2 BR nor will AK-J value. Both will allow 8 + 1 under 3. As posted, the other that don't have beds for 9 will allow, but you need to provide a bed, bedding and towels. And I believe you need to go through DVC as Disney will not book 9 in a 2 BR that only holds 8, that 9th person is a DVC "perk"
If you are booking through DVC, you are permitted an extra person in the one and two bedroom villas that sleep four or eight (includes SSR, BCV, BWV, BRV, not include Value villas at AKV or CCV). But they will not provide a bed or linens for the extra person, nor any towels for the extra person. If you book through Disney Reservation Center (what some people still call CRO), you are limited to four or eight, no extra person.
