Question for businessmen re: suits and topcoats

I have another question about men and business clothes, how do you size for a topcoat? If there is a good chance a wool topcoat will be worn OVER a blazer or suit jacket do you get the same size as you wear in a suit or do you go up a size? It all depends on if the topcoats are made to be worn over a blazer. I'm pretty sure they are so the sizes would be the same but since I'm not a guy I'm not 100%, anyone out there know?

Yes, same size. A dress topcoat should be cut to fit over a suit jacket.
