Question about the Queen's speech to Parliament

The Queen's speech at the opening of Parliament was one of her longest according to the Times. My question is: Is that speech created soley by the Queen and the court or does the PM and the government have input into all of the bills proposed? Just a curious yank here..... ;)

The Queen's speech is written by the Government of the day and she just reads it in The House of Lords. Heres a link giving more detail.
