Last Friday we were in DCA at 9:35, got our fast passes for Soarin', and decided to not ride till later (having ridden several times over the previous few days), and to head over to the GRR to be ready for rope drop. They were already letting riders for TSM go through when we got to the rope, around 9:40. All others had to wait behind the rope, but we were allowed to walk, unescorted, across the park. There were quite a few others trickling in, but it was pretty much leisurely strolls for everyone. There were quite a few people in line already, but we were on the ride by 10:05, rode it again immediately after, with a 20 minute wait. And that time, our canons stopped working on the last screen, so we were able to ride it a third time right away 
with a front of the line pass. We headed over to CS, got our fast passes at 10:20 and rode it twice as well. A banner start to the day! Sadly, it was our last day, so I wasn't able to see if they'd do the same another day. I'd say its worth checking out, though.
