question about scallops

What do people use to get those perfectly cut scallops that people use on birthday banners, for parties, etc? I was thinking a scallop punch but I've seen scallops that are 3 , 4 and 5 inches wide. The largest scallop punch I've seen is 2.5 inches.

I do mine on the Cricut and can go as large as 10 inches in diameter. Plenty of etsy sellers are willing to do custom sizes very economically if you have a project in mind and don't want the expense of purchasing a die cutter.
