Question about premium annual pass

We bought regular annual passes back in June before price increase. We still haven't used them. Since this was kind of an anomaly year with DVC having discount on premium annual passes, I was wondering if anyone was successful in having an unused pass refunded to be able to purchase this one. I know I could hold on to it, but could use the extra funds this holiday season

Does the regular AP cost more than the premium AP (w/tax)? If not, couldn't you use it and apply the cost of them to the premium?

If it does cost more, I think I remember a thread where someone successfully got Ticketing/MS/a CM to refund them the difference.

I assume you bought new and not renewal APs at the DVC discount price and thus they cost you more than the $399 PAP. Under the policy announced on the PAPs, they were allowing you to flip from an unused AP to the new PAP only if the that AP cost less than the new PAP (which would be true only if that AP was a renewal AP bought with the DVC discount price). What has happened since then is that some members have reported that when they showed up at WDW to get their actual tickets, they were allowed to even switch the more costly new AP to the PAP and get a refund. However, I do not think any one reported being able to do that by calling to make the switch. The $399 PAP must be purchased by 12/31/12 and thus unless you are actually going to WDW by then, you may be out of luck although you should call and try.

We were able to exchange our ap vouchers that we had bought in Aug for pap
when we were there last week and got a $21.30 refund per pass. I think you have to make the exchange by 12/31 but you can call MS and ask

I just did this a week ago. She took my pass and applied the funds to the premium DVC pass. I paid $14.91. You do need to do this before 12/31 and it may have to be in person at one of the guest services in the parks.
