My brother and I are thinking about buying into the vacation club. He spoke to someone from disney yesterday. He says he was told that the amount if points to rent the different rooms never goes up just the maintence fees. I thought this was wrong but I figured I would check. He says he asked her twice and she said a room that uses 160 points today will always be that amount.
 
That is not true, they can change the amount of points for a room category, but they have to balance the whole year out for that resort. So if a particular room in a particular season is 22 points and the next year it is 23 points, that also means that they lowered points for a different room category somewhere to balance it out. 2010 points are different than 2009. And it is the first big change in points I have seen.
 
DVC can adjust points but the total number of points can't change. Remember a point represents a share of real estate.

For 2010, for example, DVC decided to reduce the number of points it takes to stay at a resort on Friday and Saturday nights. They then increased the points for Sunday through Thursday nights. The total number of points to stay for a week didn't change other than a couple points here and there due to rounding.

So, to answer your question, DVC can change the number of points, but, their changes which they can do are really limited.
