Question about pin codes

Do they send all the pin codes out at the same time per offer or do they keep randomly sending pin codes out until that offer expires?

I have gotten the same pin 4 times over several months. In fact I got the same pin that I just used about 3 weeks after I used it. Thought that was kinda strange.
