Question about park opening time and city hall

If the park opens at 10am, what time do they usually let people in the gates and on to Main Street. If it is prior to park opening, is City Hall open during this time?

City Hall will be open if they allow people in early. City Hall is never closed as long as the park is open and guests are inside.

My experience was that City Hall was open first thing, but the lines were always SUPER long. I let it die down and came back mid-morning for anything I needed to do there.

City hall will be open first thing...often they let guests in 20-30 minutes before official opening. If you get in right away the line shouldn't be bad, but it does grow quickly. Unfortunantly, it probably won't die down by mid morning...there always seem to be long lines.

This wasn't my experience. If I waited a bit the lines were better (not non-existent) than first thing - though I did go mid-week.

To avoid the hairsplitting, it is open in the mornings but there's usually a line.

On our most recent day at DL Park, we got there late (for us!) about 10:00am. The line for City Hall was quite long. A CM in tour guide garb suggested we go back around noon, when a lot of guests will be at lunch. She was right - the line was much shorter then.
