Question about military

I know that WDW hotels offer 40% for the military through the 23 of December to go with the discounted tickets....unfortunately we can't make it to WDW this summer and I was wondering if DL is having the same offer? We would love to make it but it's a little out of our price range for a hotel. Also if you stay at a good neighbor hotel would you also be able to take advantage of EMH? TIA!!!

The Military ticket and hotel offer at the Disneyland Resort is valid until September 30th. Rates at the Disneyland Resort hotels vary starting at $119 at the Paradise Pier Hotel, $129 at the Disneyland Hotel, and $209 at the Grand Californian Hotel (subject to availability).

For tickets the active Military person will receive a free three-day Park Hopper and an option to buy up to five three-day Park Hoppers for friends and family for $94 each.

At the DLR there is no EMH (Extra Magic Hours)... just the one-hour early entry access into Disneyland called Magic Morning. Magic Morning is available to those Guests staying at the Disneyland Resort hotels or those Guests with three-day Park Hoppers or longer. Magic Morning is available on days that start with the letter S or T; Saturday, Sunday, Tuesday, or Thursday.

Sorry I am not well informed about the rules but my sister and I are thinking of a disney trip. Years ago we went to WDW with our father and stayed at shades of green with his discount. Things have changed with his health. Our 100% disabled elderly father lives with us and I caregive for him full time. Can he purchase the military tickets/hotel discounts for us as his gift to us even though he cannot travel with us? If that is permitted, how do we purchase these?
