question: about "in park" created characters

Hi,

My question is about the "in Park" part. Does this mean only "IN" the theme park or are there game terminals in other areas like Downtown Disney or other Disney Properties?

I'm going to be in Orlando, FL tonight picking up someone from the airport then driving back to Jacksonville. I don't want to pay a full day price for about 1 hour of park time (I can't get to the park until about 9 pm). Can I go to a non-paying section of Disney and set up a character?

If you are going to WDW then go to Magic Kingdom, I think thats the only place in WDW
 
Yes that is.. Magic Kingdom is the only WDW park that has a VMK central.
