Question about Free Dining

I see many references to "Free Dining". I know the offer has expired but I am just curious - the only info I could find was on a Disney Dining package that was $35/day per adult. Is this what people are referring to or did Disney really offer free dining by purchasing a room/ticket package without markup?

It was free if you paid rack rate and bought a package (at least one day's worth of tickets).

It was free, but would be worth the money they charge if you like to eat!
