Question about Fastpass+

We have been to WDW multiple times and we are going in June and taking my sister and her kids with us. She has a daughter who will be 2 and we haven't had to deal with that age and Fastpass+. When we took our daughter at that age it was the old system. So my question is do they have to have a Fastpass to ride or do you just bring them on the rise with you since they don't have a ticket? Also we are staying off property but have magic bands from before, and my sister wants to get her and her son who is 12 one and if the 2 yr old needs a Fastpass then she will get her one too. But if not then I think she will just let her wear one of our old ones to play with.
 
We took our son when he just turned 2. We were able to just take him on every ride with us.
 

One thing you may want to prepare your little one for is that her MB will not turn the Mickey head green. It will light up blue (if I remember correctly). You may need to have a story to tell her about why it's special for her. Our son sometimes got mad that it didn't light up the same as the big kids.
