I am a new DVC member, just purchased points at BLT and I have a question. I was told that the total points per resort per year never changes, but when I look at the points per resort and compare 2009, 2010 and 2011 I have found 3 different totals. Any help will be appreciated.

The total number of points required to book all units every day of the year at a resort can't change, but they can do reallocations of per night point costs to account for member usage patterns, movement of holidays in the calendar, etc. But, if they raise it in one place they have to lower it somewhere else to keep the total the same. So for example, as they have done for 2011 they can lower the weekend point costs and raise the weekday point costs.
There is already a lengthy discussion about the 2011 point charts in this thread that should give you insight into how the process works:
You need to know the total number of each type of unit and the "base year" used to calculate the total. So you need to know more than just the point chart.
What can't change is the total number of points it would take to book every room in the resort for every night of the year. For the year, you have to use the same number of weeknights and weekends as the base year (because there are not the same number of weeknights and weekends every year).
As long as that total doesn't change, DVC can reallocate the points between nights, seasons and/or room sizes & views. However, there is a 20% limit to the amount of the change in a single year.
