If I buy MYW tickets through somewhere like Undercover Tourist and stay at a Disney Resort, is it still possible to get one of the dining plans? and how would I go about doing this?

No, DDP needs to be bought as part of a MYW package. So you'd have to buy your tix along w/ your hotel ressie.

And the only way to get the "package" is through Disney? I have to book everything all at the same time?

I want the whole package. I just want to save some money on booking it. We want to stay at a Disney Resort, get the dining plan, and have the MYW tickets with hopper & Water Park options.

Yes, you must buy your entire package at once through Disney or a travel agent. The only discount available is if you book a AAA package including dining, but the actual result is sometimes not much less than you will get booking it yourself and you will have to deal with AAA for all paperwork, modifications, etc.

The tickets you buy not from Disney were sold in bulk to the reseller, and Disney has no problem with you buying those tickets (from authorized/reputable sellers) but they are not going to let you take advantage of the DDP if you do - their way of getting back some of those buyers to buy directly from them. Really, the savings is usually only a few dollars per ticket when buying from a reseller anyway so it may not be as painful as you anticipate.
