question about child swap

My DD and I are going to universal but my DD is not a big ride fan. She is 14. Will she be able to stand in the child swap area if she decided last minute not to ride? She would feel safer there while I was on the ride. Or no matter what the age an adult has to be with the child/teen in the swap area?

She can definitely wait in the child swap on her own. I was going to Universal with a friend by ourselves at 14
