Question about Canadian sweepstakes?

I am hoping a Canadian out there can answer this for me. I just got an email from Disney about the year of 1 million dreams sweeps and for some reason read the fine print about entering. At the end of it, it said:
"For residents of Canada, a mathematical skill-testing question must be correctly answered to win any prize."

This made me very curious! I tried googling that and it came up in several other Candian sweeps, but I couldn't find an explanation for it. Is there some rule in Canada that to win a prize in a contest you have to be able to do a timed math problem??

I believe that by asking a skill testing question (typically a math problem) the contest becomes a game of skill instead of pure chance. Games of chance are deemed lotteries and have to be licensed and can only be run by charitable institutions (or the government).

For some strange reason, in Canada, you must answer a skill testing question in order to win a prize! :confused3 Except for a Goverment run lotto!

Well for me a simple 2 x 3 plus fity six minus 2 = is a heck of a lot better than knowing that HALF of my winings are going to the government!
