question about Border Security Act/guest registration forms

We are cruising in a few weeks with some friends, and they just asked me about filling out the guest registration forms. I used a different TA than them, and I had no idea what they were talking about.

Inside their package of tickets, they had a separate letter explaining the Border Security Act and how the cruiselines are requesting key personal information on guests who are sailing. They were instructed to fill out a form and mail in prior to the cruise.

2 problems: 1) a form wasn't included for them, and 2) i didn't get a letter OR a form in my ticket package. The letter also listed the various websites of cruiselines, but not Disney's, so I'm wondering if DCL requires this or not.

I am only worried because the letter further explained that if the form wasn't filled out, that guests could be denied boarding.

I am waiting to hear back from my friends before calling my TA, but I figured I'd ask about it here.

So, question: has anyone received this form with their tix, and if not, were you denied boarding? The letter stated that the Act was effective Jan 1 2003, so maybe not too many people have experience with this yet.

We just returned from the Jan 4 Western. The only forms required of us were the ones included with the tickets. Hope this helps.
 
I just tried a quick internet search and had some hits showing where action was taken, including the President's signing of such a bill in May 2002, but couldn't find the provisions noted specifically anywhere. The only thing I found was in the President's remarks at the signing that part of the bill required passenger ships to provide a list of those onboard PRIOR to entering a US port.

One of my friends got the skinny on the paper work!

Apparently, the Act that went into effect in January doesn't have any real rules, mandates, or stipulations behind it, and they are just leaving it up to each cruise line to determine if/what they want to gather info on each passenger. At this time, Disney isn't gathering such info, so there is no extra paperwork.

Just a heads up then to other cruisers who might be using other cruiselines (gasp!) in the coming months.
