I'm looking at renting DVC points for the next trip (I'd like to take my nieces and nephew necessitating a larger room).

As of now, there is no free dining offer (nor do I have a PIN for one yet...) The dates that we are looking at we've gone several times before and always gotten free dining.

If we rent the DVC points, are we still eligible for free dining? If we get a PIN can we use it since technically our reservation would be under the DVC owner's name?

With DVC there is no free dining. The reservation system is completely different and those types of promos are unavailable. You can (I would assume at discretion of the owner of the points) purchase dining to go along with your room. We never use the DDP so I honestly do not know how it works specifically.

No, you only get "free" dining if you pay Disney the full rack rate on your room. Disney is not involved in your rental transaction.

When you rent a DVC reservation, what you are really doing is a private transaction between you and the owner. You are not dealing with Disney and that is the reason why offers from WDW don't apply to DVC reservations.

That's what I thought. Just making sure -- my nephew (11yo) and I started a fund to pay for everyone to go and I just realized that renting DVC points if I add in what we've got plus what we would pay for our planned (but unbooked) trip for 4 to the Poly, I'm only $500 short of taking the 3 of them on their first Disney trip :)

You do know that do rent you are going to need to plan ahead. 11 months for some resorts at certain times and most others, 7 months out.
