1. Standard View Studio locations are in Moorea, Pago Pago, and Tokelau, which are closer to the TTC. I will be traveling with my parents that use scooters in the park but are still very mobile and can walk, just curious how far a walk is it to the monorail? Great Ceremonial house?

2. we will have a car and from the map I see a parking lot in front of Pago Pago is that guest parking?

3. with a Disabled person parking permit there is free Valet but will the walk from the valet to the building be 10 minutes or will it be 20?
 
If you are in Pago Pago, you could park right next to your unit since that is guest parking. Pretty sure Pago Pago is right next to the path to the TTC too.
 
Pago Pago is closer to the parking lot and the TTC. The only downside with Pago Pago are the parking lot views.

We have stayed in Pago Pago and Tokelau. The walk to Tokelau was much farther than walking to Pago Pago, but the views were worth the extra steps!

But that's only half the rooms. The other half are a "garden" view.;)

I'd say the walk is less than five minutes to the TTC from Pago Pago. The walk to the GCH is about the same.

I also would say it's a similar distance to walk to the monorail at TTC vs walking over to the Great Ceremonial House with it just being slightly further to TTC but it's close and greatly made up by the options to take the ferry or Express monorail directly to MK vs the resort monorail or to get right on the Epcot monorail.

The Pago Pago parking lot is a guest lot and there are several handicap spots right in front of the building. Use that, not valet which will definitely mean a long walk back to the room.
