I really doubt it will happen only because there has to be a limit on how many FP+ are available for any ride due to ride capacity over time. I'm sure there's a separate formula for each ride to determine the max number of FP+ that can be scheduled to still allow the regular lines to not get to the point where people are standing around most the day (and consequently not otherwise spending money elsewhere in the parks). There are folks staying at club level that do not participate, but I'm sure they figured that into the equation already. And as new resorts open up, like the Riviera did recently, there are now more club level rooms to participate.
Now if Disney decided to remove FP+ from the "free" pool and move them over to the "paid" pool or reduce or restrict purchased club level FP+ and offer what you propose, that would be a dark day.
