Does universal ever offer packages like Disney does for things like free dining or hotel discounts?

If you sign up for their promotions, they do send out pin codes by email for hotel discounts

Free dining, none that I am aware of

Packages aren’t really the way to go at Universal. There’s more flexibility and fewer fees if you book a la carts and need to make any changes. Join their mailing list and the Loews hotel list. The hotels aren’t run by Universal.
