I just got confided in. My friend is proposing to his gf on their WDW trip next month! She doesn't like public scenes so I told him absolutely not in front of the castle with everyone. He is a rookie, only been once with her, and she and I are disney veterans but more so on the West coast so I'm coming to the pros.
I told him to either ask on her favorite ride or during fireworks during the ending songs or the love songs to just whisper in her ear and ask her. In a place like WDW, she will not care for the one knee part and would prefer it to lay low. She would be down for a nice restaurant, but one that is not very crowded and most the places I would recommend are gone for their dates.
He has been planning this for a while, but apparently his "help" has major dropped the ball (I'm not surprised given the person) many times so he is coming to me to try and see if I can save it. I told him about the ride and fireworks impromptu and that I would see what else I could come up with more time.
Thoughts on carriage ride at the Orleans hotels?
Anything else?
 
I like the carriage ride idea, different and Disney yet affordable and no busybody’s are going to get all up in their business. If he’s got a bigger budget and he’s not too late to book one he could do a fireworks cruise, they offer them at EP and MK but double check on if they’re private.

Ride, fireworks, even an upscale restaurant could result in public attention on the moment.

I wouldn’t do it on a ride or during the fireworks. He might have to shout into her ear which wouldn’t be very romantic. And imagine he’d drop the ring in the crowd or worse, on the ride.

Where are they staying? I’m sure every resort has some nice quiet spots. I like the carriage ride idea, too.

Favorite ride is Peter Pan. Agree with that thought on dropping the ring during fireworks would be terrible.

They're staying off property. He works with DH so I'm assuming it's a Hilton since they get points through work.
 
If she doesn't like public scenes then don't do it actually in the park. Or a restaurant or anywhere super public.

The carriage ride while a popular thing to do all over the world isn't a bad idea since it would be kept quite privately but do honestly make sure this is a person that wants any other people around them and a carriage ride would at the least have someone there (looking at it it's also not all that long of a ride). It's usually best to take people's word on these types of things that they don't want public stuff to happen. Could he maybe arrange a small diy picnic on his own or something of that sort at one of the resorts that has an ambience?

Admittedly I am biased as I watched my sister-in-law get proposed to that ended in not happy tears because her now husband chose not to do what he knew was important to her but made sure he had what was important to him. Conversely to the friend spoken about in the OP my sister-in-law wanted her father there and her now husband chose not to get him included when he could. Just the word of caution to really think through when someone has made it fairly clear what they would/do want or what they wouldn't/don't want.
 
Perhaps consider one of the deluxe resort areas in a quieter spot. The beach at Poly or GF or even along the path between GF and MK. There are some lovely areas around the Boardwalk as well (the wedding area at YC is very nice) - are they going to EP or DHS? It's fairly easy to get to the Boardwalk from either of those parks. There is also a beautiful spot at Riviera near the murals (near the Skyliner). If they are going to EP, the gardens in UK are lovely or back near the stage if there isn't a band playing or near the Koi ponds in Japan. If they will only be in MK, perhaps at the wishing well next to the castle instead of in front of the castle.
 
I once helped a work friend plan a WDW stay at the Dolphin. Neither of us had any idea but it turned out her then-boyfriend proposed to her on the bridge going over there. I was shocked when she came back and told me, and now I always think of her when I’m near there.

There are lots of quiet places around the world where he could propose. I’m not a big fireworks person so that wouldn’t be my choice if it were me. What about on the walkway to the lighthouse by the Yacht Club, in the lighthouse, or the nearby beach? Pictures would be beautiful and it would always be “their spot”. A favorite restaurant would be sweet, too. I like the carriage idea.

The Snow White wishing well (on the pathway that runs from the Fairytale Garden meet & greet to the back of the castle) is usually pretty quiet.

DH proposed to me at Sea Breeze point (the gazebo on the water at the Boardwalk). We also got married there! It’s does get a little bit of foot traffic but is quiet enough to allow for privacy. Best part is we still go to our spot to have a kiss when we walk by.

Or maybe the beach at the Beach Club?
 
If he's thinking about in a park, MK: near THE bathrooms, and if it's after dark, then a photopass opportunity with a lantern!

Or in AK, on one of the walking trails. Maybe near a favorite animal?
 
You want flowers? I thought of this one while there yesterday & waiting for the photopass person & watching one of those private photo shoots happening.

Go to Italy in Epcot. Facing the front is the Lady & Tramp topiary & all the flowers around them. BUT if you walk around behind them its still on the platform area with all the flowers (they could walk up there & he could take a quick knee) & you are facing the back of Italy & more "inside the country" if that makes sense. Obviously there will still be people there but most are on the front side looking at the topiary then leaving or walking by on the sides to get to the restaurants. I don't think most folks realize there's more flowers on the backside (I take pics back there with flowers behind me & such poses).

I saw a lot of cute "proposal" type quiet spots like that around Epcot walking around. Especially with so many of the flowers displays out (this is my favorite fest so I am always looking). It's risky, but he could just carry the ring with him & if they come across a spot he feels good about he could just pop the question in the moment?
