Yes, room-only discounts run almost the entire year. WDW is kind of like a mattress store in that regard. The discount tends to come out a few months before the season starts. Keep checking back.

Will they have rooms set aside for that promotion? Eg. Wilderness Lodge is completely booked with free dining promo, package and room only. Disney set aside a few rooms there for this promo so if I time it correctly and call minutes after they announce the deal, they most likely will have a room available?

Last year room-only discounts for Nov/Dec were released on Aug 8th.

They don't hold back rooms, but they do limit the number of rooms available for each promotion. Just because there are no WL rooms available for Free dining does not mean there won't be any for other promotions. There should be some showing for the non-discounted room offer, but the reservations site is still having problems. Intermittently for the past week resorts have shown completely full, then rooms reappear. Also, the AP discount for fall is now available for booking over the phone but still hasn't shown up online--I don't recall that ever happening in the past. For Nov/Dec room discounts, I would check back late summer.

No luck. I called at 9am the morning it came out, waited to talk to someone for an hour and at 10:15 there was absolutely nothing unless you wanted to pay $1200/night. Still checking.....NONSTOP all day everyday. Some rooms are popping up here and there but nothing under what I already booked. I will be persistant though.
I hear there are AP discounts coming out soon so hopefully it's better than the GP discount and some people will cancel their RO and open them up to us.
