Many stop back by the guy's house for parent pics (if it isn't TOO far out of the way). Ask your DS if he would mind...
As for photos, I think they should buy their own, unless there are only big packages available then they should split one. Why would he be expected to pay for photos she's going to give to her friends/family? I went to 2 proms and I never expected my date (one casual, one boyfriend) to pick up that expense.....I bought what I wanted.
Other costs:
clothes: each pays their own, of course
transportation....limos weren't big at our school....very few to none did it, but most borrowed a nice car from a parent or friend

flowers: he pays for hers, she pays for his
dinner: since it was a date, the guy paid both times....well, the first one was going to pay, but when it was time for the check, it "had been taken care of" by a family friend as a surprise for our whole group (7 kids at a fancy French restaurant

the second guy didn't have a great friend like that, so he paid)
tickets: they were usually very little cost, as our junior class did fund-raisers to defray the cost of the prom. We were at a small school so we were able to make sure that everyone helped with fundraisers... I think our tickets were only $40/couple...

A note on your son not driving....one of my dates didn't either (well he did, but his mom never let him borrow the car

) so what we did was invite a friend who planned on going "stag" to go with us! She drove (almost like our own personal chauffer) so we had a ride without parents and she had someone to go with...worked out great for both of us!! That was a serious boyfriend, and my friend hung out with us a lot anyway, so it wasn't a big deal to have her along.....just an idea if a limo's not in the budget but he doesn't want to ride with mom...
